Commission
The State Lottery Commission of Indiana is composed of five members appointed by Governor Mitchell E. Daniels, Jr. The Commission was created by Indiana law to oversee the operation of the Lottery. The Commission acts as an advisor to the Executive Director making recommendations regarding the operations and management of the Hoosier Lottery. No more than three members may be of the same political party.
Commission Meetings
The State Lottery Commission of Indiana will next meet at 9:30 a.m. on February 9, 2012.
Commission meetings take place at 1302 N. Meridian St., Indianapolis, IN 46202.

William A. Zielke
William A. Zielke was appointed Chairman of The State Lottery Commission of Indiana in December 2009 by Governor Mitchell E. Daniels, Jr.
A native of Chicago, Bill Zielke currently resides in Fort Wayne, Indiana. Bill earned his B.A. from Northern Illinois University and subsequently spent 30 years in the Telecommunications industry, primarily in leadership positions with Contel of Indiana, Contel of Illinois, and finally as President of GTE North. He then held the position of Vice President of Marketing & International Development with Do It Best Corporation for twelve years, where it was his role to oversee store design & market development, channel development, member advertising, communications, and e-commerce.
Dedicated to the communities in which he lives and works, Bill has volunteered for many area non-profit organizations and projects, including having served as Chairman of the Board of Directors for the Greater Fort Wayne Chamber Of Commerce; Chairman of the annual fundraising campaign and Chairman of the Board of the United Way; Chairman of the Indiana Telephone Association; Board member of Junior Achievement, Co-chair (with wife, Pam) of the Capital Campaign for the YWCA; and is currently a Board Member of Lutheran Hospital. Bill is an active outdoor enthusiast, as is his wife, Pam, and their two adult children, which makes the positions he holds as Vice President of Aboite New Trails and Commissioner of Fort Wayne Parks and Recreation Department most appropriate.

Jennifer M. Alvey
Jennifer M. Alvey was appointed an Indiana State Lottery Commissioner in October 2011 by Governor Mitchell E. Daniels, Jr.
Alvey is the Director of Cash and Debt Management at Indiana University Health. She is accountable for all aspects of cash management and is responsible for the system’s debt and derivative portfolios. Alvey also oversees all legal aspects of Treasury.
Prior to this, she served as Public Finance Director of the State of Indiana, appointed by the Governor on August 6, 2007. During the 2005 General Assembly, the Public Finance Director was given statutory oversight of all state debt issuance and is the chief executive of the Indiana Finance Authority (IFA), leading a staff of 50 and reporting to the IFA Board. The IFA is the successor entity to the former Indiana Transportation Finance Authority, the State Office Building Commission, the Recreational Development Commission, the Indiana Development Finance Authority and the State Revolving Fund Loan Programs.
Before her appointment, Alvey served as the Chief Operating Officer (COO) and General Counsel for the IFA. During her time as COO/General Counsel, she was responsible for all of the legal and operational aspects of the Authority including accounting and human relations.
Prior to her employment at the IFA, she was an attorney in the municipal finance section at the law firm of Ice Miller LLP. Prior to that, she worked at Indiana University in various accounting and treasury-related positions. She received a Bachelor of Science degree in accounting from the Indiana University School of Business and a J.D. from the Indiana University School of Law – Indianapolis.
Alvey is licensed to practice law in the State of Indiana, the State of Illinois, and in the District of Columbia Appeals Court and is a Certified Public Accountant.

Gregory M. Fitzloff
Gregory M. Fitzloff was appointed an Indiana State Lottery Commissioner in August 2007 by Governor Mitchell E. Daniels, Jr.
Fitzloff was born and raised in Minnesota, but has been a transplanted Hoosier since 1989. He received his bachelor's degree in History and Economics from Augsburg College in Minneapolis, Minn. Fitzloff received his master's degree in Economic Education from the College of St. Thomas in St. Paul, Minn. He also attended the Institute of Organization Management at the University of Colorado and the Academy of Organization Management at the University of Notre Dame.
In the summer of 2006, Fitzloff retired as the president of the Southern Indiana Chamber of Commerce in New Albany, Ind. The multi-county business development organization has been nationally recognized for its economic and workforce development efforts.
Fitzloff has served as the executive director of the Waukesha Area Chamber of Commerce in Waukesha, Wis.; executive vice president of the Rock Springs Area Chamber of Commerce in Rock Springs, Wy.; executive vice president of the Fairmont Area Chamber of Commerce in Fairmont, Minn. and as an associate director/professor for the North Dakota Council on Economic Education at the University of North Dakota in Grand Forks, N.D.
Fitzloff continues to be very active in his community and served on various boards and committees including: the Indiana Human Resource Investment Council; the Indiana University Southeast Board of Advisors; U.S. Chamber's Transportation, Infrastructure & Logistics Committee; the Regional Business Development Center Board of Directors; the Southern Indiana YMCA Board of Directors; and the Community Foundation of Southern Indiana Board of Directors.
Fitzloff and his wife, Faith, live in Georgetown with their daughter.

Sameer Kazi
Sameer Kazi was appointed an Indiana State Lottery Commissioner in October 2011 by Governor Mitchell E. Daniels, Jr.
As Senior Vice President of Professional Services and Support for Indianapolis-based ExactTarget, Kazi is responsible for the company’s professional services and support organization including the program management office, all consulting and functional delivery teams, as well as Global Support. Kazi is also responsible for the growth and success of the ExactTarget Consulting Partner Network—an eco-system of partners providing extensible services delivery for ExactTarget.
Prior to joining ExactTarget, Kazi founded a technology startup with a focus on implementation and integration services for best of breed Software as a Service (SaaS) firms. He also served as Vice President of Business Development at Sentinel Technologies, a Chicago-based full-service systems integration and technology consulting firm, where he was responsible for market development, consulting sales and delivery, client management, and partner alliances. In addition, he's held several senior roles in management consulting and technology services firms.
Kazi earned his undergraduate degree in Mechanical Engineering from the University of Arizona and an MBA from the Kellogg Graduate School of Management at Northwestern University. Kazi resides in Indianapolis with his wife and twin daughters.

Todd Stuart
Todd Stuart was appointed an Indiana State Lottery Commissioner in April 2005 by Governor Mitchell E. Daniels, Jr. He was reappointed to a four-year term in July 2009.
Stuart is a lifelong Indianapolis native who graduated from Bishop Chatard High School and later attended Indiana University - Purdue University of Indianapolis.
Stuart currently serves as Vice President of Stuart's Moving & Storage, Inc. in Indianapolis. Stuart has contributed to the sizeable growth of the 68-year-old family owned business for almost 20 years. Today, Stuart's Inc. is a community leader in the commercial moving and storage industry.
In addition to duties at Stuart's Moving & Storage, Stuart has served on several private boards and civic associations. These include: the National Bank of Indianapolis; Brightpoint, Inc.; the Bankers National Life Insurance; the Indianapolis Museum of Art; the Indianapolis Convention and Visitors Association; and the Indianapolis Capitol Improvements Board. Stuart also served on the Advisory Committee of the Indianapolis Regulatory Commission for former Indianapolis mayor, Steve Goldsmith. Stuart has also been active with the Indianapolis Zoological Society.
Stuart was honored with the Prodigy of Indianapolis Award in 1993 and was selected as one of the top "40 Under 40" by the Indianapolis Business Journal.
