State Lottery Commission of Indiana

The State Lottery Commission of Indiana is composed of five members appointed by Governor Mitchell E. Daniels. Although no more than three members may be of the same political party, the commission was created by Indiana law to oversee the operation of the Lottery. The commission acts as an advisor to the Executive Director making recommendations regarding the operations and management of the Hoosier Lottery.

 

Jean Northenor

 

Jean Northenor serves as Chairman of the Indiana State Lottery Commission. She was appointed by Governor Mitchell E. Daniels in April 2005. Northenor brings a wealth of experience from the banking and financial services industries.

A recent retiree from Lake City Bank in Warsaw, Northenor served as the company’s Executive Vice President and later on the Board of Directors.  She spent nearly 20 years at the Warsaw bank specializing in marketing, human resources and overseeing new office construction. Prior to her career at Lake City Bank, she was elected and served for two terms as the Kosciusko County Auditor from 1975-1983.  

Northenor also has prior experience as a state commissioner. She served on the Indiana Bureau of Motor Vehicles Commission where she was the first-ever female BMV Commissioner.

In addition, Northenor has received several state honors, including: Sagamore of the Wabash on three occasions (Bowen ’80, Orr ’84, Bayh ’92); one of “Indiana’s Trailblazing Women” in 2001; and one of the “100 Most Influential Indiana Business Leaders” by the State Chamber of Commerce in 1997.

Northenor continues to be very active in the Warsaw community and currently serves on several local and statewide boards and commissions. Some of these include: the Federal Merit Selection Advisory Committee, member; the Warsaw Chamber of Commerce, Legislative Chairman; the Kosciusko Leadership Academy, Advisor; the Grace College Westminster Steering Committee, member; the Kosciusko County Sheriff’s Department, Merit Board of Directors; the Warsaw Downtown Action Team, member; and the Kosciusko County Foundation, Grant Committee Chairman.

Northenor lives in Warsaw with her husband, James. They have two sons, two grandchildren and five great-grandchildren.

 


 

Todd Etzler

 

Todd A. Etzler was appointed an Indiana State Lottery Commissioner in July 2005 by Governor Mitchell E. Daniels.

Etzler was born in Hammond, Ind. and graduated from Valparaiso High School. He received his bachelor’s degree in building construction and contracting from Purdue University and was a member of the national construction honorary, Sigma Lambda Chi. Etzler received his law degree from Indiana University School of Law - Indianapolis.

Etzler is a partner with Burke Costanza & Cuppy LLP and heads its Business and Personal Services Practice Group. His primary areas of practice include real estate development, business law, construction law, zoning, planning, and land use. With additional offices in Merrillville and Munster, Etzler principally practices in the Valparaiso Office.

Etzler has served as President of the Valparaiso Plan Commission and President of the Greater Valparaiso YMCA. Currently, Etzler serves as President of the Indiana State Bar Association Probate, Trust and Real Property Section and is Chair of the Greater Valparaiso Chamber of Commerce. As a member of the Chamber of Commerce, Etzler is a founding member of the Northwest Indiana Regional Chamber Initiative and currently chairs the Initiative.

Etzler and his wife, Kymberly, live in Valparaiso with their three daughters and nephew.

 


 

Gregory Fitzloff

 

Gregory M. Fitzloff was appointed an Indiana State Lottery Commissioner in August 2007 by Governor Mitchell E. Daniels, Jr.

Fitzloff was born and raised in Minnesota, but has been a transplanted Hoosier since 1989. He received his bachelor’s degree in history and economics from Augsburg College in Minneapolis, Minn. Fitzloff received his master’s degree in economic education from the College of St. Thomas in St. Paul, Minn. He also attended the Institute of Organization Management at the University of Colorado and the Academy of Organization Management at the University of Notre Dame.

In the summer of 2006, Fitzloff retired as the president of the Southern Indiana Chamber of Commerce in New Albany, Ind. The multi-county business development organization has been nationally recognized for its economic and workforce development efforts.

Fitzloff has served as the executive director of the Waukesha Area Chamber of Commerce in Waukesha, Wis.; executive vice president of the Rock Springs Area Chamber of Commerce in Rock Springs, Wy.; executive vice president of the Fairmont Area Chamber of Commerce in Fairmont, Minn. and as an associate director/professor for the North Dakota Council on Economic Education at the University of North Dakota in Grand Forks, N.D.

Fitzloff continues to be very active in his community and served on various boards and committees including: the Indiana Human Resource Investment Council; the Indiana University Southeast Board of Advisors; U.S. Chamber’s Transportation, Infrastructure & Logistics Committee; the Regional Business Development Center Board of Directors; the Southern Indiana YMCA Board of Directors; and the Community Foundation of Southern Indiana Board of Directors.

Fitzloff and his wife, Faith, live in Georgetown with their daughter. 

 


 

Todd Stuart

 

Todd Stuart was appointed an Indiana State Lottery Commissioner in April 2005 by Governor Mitchell E. Daniels. He was reappointed to a four-year term in July 2005.

Stuart is a lifelong Indianapolis native who graduated from Bishop Chatard High School and later attended Indiana University – Purdue University of Indianapolis.

Stuart currently serves at Vice President of Stuart’s Moving & Storage, Inc. in Indianapolis. Stuart has contributed to the sizeable growth of the 68-year-old family owned business for almost 20 years. Today, Stuart’s Inc. is a community leader in the commercial moving and storage industry.

In addition to duties at Stuart’s Moving & Storage, Stuart has served on several private boards and civic associations. These include: the National Bank of Indianapolis; Brightpoint, Inc.; the Bankers National Life Insurance; the Indianapolis Museum of Art; the Indianapolis Convention and Visitors Association; and the Indianapolis Capitol Improvements Board. Stuart also served on the Advisory Committee of the Indianapolis Regulatory Commission for former Indianapolis mayor, Steve Goldsmith. Stuart has also been active with the Indianapolis Zoological Society.

Stuart was honored with the Prodigy of Indianapolis Award in 1993 and was selected as one of the top “40 Under 40” by the Indianapolis Business Journal.
