State Lottery Commission of Indiana
The State Lottery Commission of Indiana is composed of five members appointed by Governor Mitchell E. Daniels. Although no more than three members may be of the same political party, the commission was created by Indiana law to oversee the operation of the Lottery. The commission acts as an advisor to the Executive Director making recommendations regarding the operations and management of the Hoosier Lottery.

William A. Zielke was appointed Chairman of The State Lottery Commission of Indiana in December of 2009 by Governor Mitchell E. Daniels, Jr.
A native of Chicago, Bill Zielke currently resides in Fort Wayne, Indiana. Bill earned his B.A. from Northern Illinois University and subsequently spent 30 years in the Telecommunications industry, primarily in leadership positions with Contel of Indiana, Contel of Illinois, and finally as President of GTE North. He then held the position of Vice President of Marketing & International Development with Do It Best Corporation for twelve years, where it was his role to oversee store design & market development, channel development, member advertising, communications, and e-commerce.
Dedicated to the communities in which he lives and works, Bill has volunteered for many area non-profit organizations and projects, including having served as Chairman of the Board of Directors for the Greater Fort Wayne Chamber Of Commerce; Chairman of the annual fundraising campaign and Chairman of the Board of the United Way; Chairman of the Indiana Telephone Association; Board member of Junior Achievement, Co-chair (with wife, Pam) of the Capital Campaign for the YWCA; and is currently a Board Member of Lutheran Hospital. Bill is an active outdoor enthusiast, as is his wife, Pam, and their two adult children, which makes the positions he holds as Vice President of Aboite New Trails and Commissioner of Fort Wayne Parks and Recreation Department most appropriate.

Todd A. Etzler was appointed an Indiana State Lottery Commissioner in July 2005 by Governor Mitchell E. Daniels, Jr.
Etzler was born in Hammond, Indiana and graduated from Valparaiso High School. He received his bachelor’s degree in Building Construction and Contracting from Purdue University and was a member of the national construction honorary, Sigma Lambda Chi. Todd received his law degree from Indiana University School of Law - Indianapolis.
Etzler is a partner with Burke Costanza & Cuppy LLP and heads its Business and Personal Services Practice Group. His primary areas of practice include real estate development, business law, construction law, zoning, planning, and land use. With an additional office in Merrillville, he principally practices in the Valparaiso office.
Etzler has served as President of the Valparaiso Plan Commission, President of the Greater Valparaiso YMCA, and Chair of the Greater Valparaiso Chamber of Commerce.
Etzler lives in Valparaiso and has three daughters.

Gregory M. Fitzloff was appointed an Indiana State Lottery Commissioner in August 2007 by Governor Mitchell E. Daniels, Jr.
Fitzloff was born and raised in Minnesota, but has been a transplanted Hoosier since 1989. He received his bachelor’s degree in history and economics from Augsburg College in Minneapolis, Minn. Fitzloff received his master’s degree in economic education from the College of St. Thomas in St. Paul, Minn. He also attended the Institute of Organization Management at the University of Colorado and the Academy of Organization Management at the University of Notre Dame.
In the summer of 2006, Fitzloff retired as the president of the Southern Indiana Chamber of Commerce in New Albany, Ind. The multi-county business development organization has been nationally recognized for its economic and workforce development efforts.
Fitzloff has served as the executive director of the Waukesha Area Chamber of Commerce in Waukesha, Wis.; executive vice president of the Rock Springs Area Chamber of Commerce in Rock Springs, Wy.; executive vice president of the Fairmont Area Chamber of Commerce in Fairmont, Minn. and as an associate director/professor for the North Dakota Council on Economic Education at the University of North Dakota in Grand Forks, N.D.
Fitzloff continues to be very active in his community and served on various boards and committees including: the Indiana Human Resource Investment Council; the Indiana University Southeast Board of Advisors; U.S. Chamber’s Transportation, Infrastructure & Logistics Committee; the Regional Business Development Center Board of Directors; the Southern Indiana YMCA Board of Directors; and the Community Foundation of Southern Indiana Board of Directors.
Fitzloff and his wife, Faith, live in Georgetown with their daughter.

Todd Stuart was appointed an Indiana State Lottery Commissioner in April 2005 by Governor Mitchell E. Daniels, Jr. He was reappointed to a four-year term in July 2005.
Stuart is a lifelong Indianapolis native who graduated from Bishop Chatard High School and later attended Indiana University – Purdue University of Indianapolis.
Stuart currently serves as Vice President of Stuart’s Moving & Storage, Inc. in Indianapolis. Stuart has contributed to the sizeable growth of the 68-year-old family owned business for almost 20 years. Today, Stuart’s Inc. is a community leader in the commercial moving and storage industry.
In addition to duties at Stuart’s Moving & Storage, Stuart has served on several private boards and civic associations. These include: the National Bank of Indianapolis; Brightpoint, Inc.; the Bankers National Life Insurance; the Indianapolis Museum of Art; the Indianapolis Convention and Visitors Association; and the Indianapolis Capitol Improvements Board. Stuart also served on the Advisory Committee of the Indianapolis Regulatory Commission for former Indianapolis mayor, Steve Goldsmith. Stuart has also been active with the Indianapolis Zoological Society.
Stuart was honored with the Prodigy of Indianapolis Award in 1993 and was selected as one of the top “40 Under 40” by the Indianapolis Business Journal.
