Lottery History

Over the years, tickets from the Hoosier Lottery have accomplished some pretty amazing things. For starters, they’ve made lucky winners very happy. But that’s only the beginning. They’ve also significantly lowered excise taxes for Hoosier citizens, bolstered pension and disability funds for Hoosier police and firefighters, and helped to finance a number of other projects for the State of Indiana.

That’s why, for the citizens of Indiana, every ticket we sell is a winner. It’s been that way from the start.

In 1988, Indiana voters headed to the polls and approved a lottery referendum by a 62% majority. Six months later, the Indiana General Assembly ratified the Lottery Act and Governor Evan Bayh signed it into law. On the Hoosier Lottery’s first day of sales alone, 8.19 million tickets were sold. It was a sign of great things to come.

Within our first year of operation, we repaid our $6 million start-up fund from the state. Since then, we’ve played a big role in generating revenue that helps counties and citizens across Indiana, as well as thousands of Indiana businesses.

 

Here’s a look at some of our memorable moments through the years.

 

The Start – 1988-1990

  • November 1988 – Voters approve lottery referendum
  • May 1989 – Indiana General Assembly ratifies Lottery Act
  • October 1989 – Scratch-off sales begin and “Hoosier Millionaire” debuts
  • April 1990 – Lotto Cash (the Hoosier Lottery’s first draw game) begins
  • July 1990 – Daily 3 and Daily 4 is unveiled, allowing players to pick their favorite numbers
  • October 1990 – Indiana offers its first multi-state big jackpot game, Lotto America (renamed Powerball® in 1992)

 

The Early Years – 1991-1999

  • April1992 – Bert Morian of Brazil, Indiana wins the first Powerball Jackpot sold by the Hoosier Lottery
  • November 1993 – Lucky 5 debuts, offering a daily $50,000 jackpot
  • September 1994 – Hometown favorite Hoosier Lotto replaces Lotto Cash
  • December 1995 – Wayne Vaught of Trafalgar, Indiana wins $26 million, a record Hoosier Lotto jackpot
  • September 1995 – “Tax Free Million” becomes the Hoosier Lottery’s first scratch-off game to offer a $1 million top prize
  • July 1998 – A ticket purchased in Richmond, Indiana hits the Powerball jackpot of $295.7 million, a North American record at the time

 

The Fun Grows Across Indiana – 2000-2008

  • March 2001 – A Power Play® multiplier is introduced and gives Powerball players the opportunity to multiply their non-jackpot level prizes up to five times
  • October 2003 – Indiana boasts back-to-back Powerball winners
  • March & June 2005 – 196 Powerball players nationwide (including 13 in Indiana) win Powerball Match 5 prizes using numbers found inside a fortune cookie
  • December 31, 2005 – "The Hoosier Millionaire Grand Finale Game Show" airs and awards the 191st Hoosier Millionaire million dollar prize to Clarence Moore of West Lafayette
  • July 2007 – The Hoosier Millionaire Raffle ticket offers a new way to play
  • September 2007 – A $314 million Powerball jackpot, the biggest Hoosier Lottery jackpot ever awarded, is paid out to David W. Coterel of Riverside, Ohio
  • November 2007 – Retired East Chicago steelworker Peter Gilbert claims a record $54.4 million Hoosier Lotto jackpot
  • August 14, 2008 –Deb Morgan of Arcadia wins $1 million on a special live "Hoosier Millionaire Show" in the Hoosier Lottery Grandstand at the Indiana State Fair

 

A New Era of Fun – 2009 and beyond

  • January 2009 – Big just got Bigger with the Powerball matrix change that offers a larger starting jackpot of $20 million and a Power Play feature that gives players a chance to win up to $1 million on non-jackpot level prizes
  • March 2009 – The launch of Quick Draw offers draw game players a chance at $300,000 every day
  • May 2009 – Double Play®, launches the first instant ticket that offers players scratch-off on the front and pull-tab on the back
  • September 2009 – The first NFL-themed scratch-off game, $100,000, Colts Cash launched
  • January 2010 – Hoosier Lottery introduced Mega Millions® with Megaplier® giving big jackpots on more days to Hoosiers
  • February 2010 – $2.5 million Hoosier Lotto jackpot claimed, days before it expired by Eric and Lori White of Indianapolis, making them the 17th Hoosier Lotto jackpot winners since July 2008
  • March 2010 - $100 Million Cash Extravaganza launched featuring the first $5 million top prize for a scratch-off game
  • May 2010 – Indiana's Lucky Dog, the first Scratch-off that allowed players to submit photos of their dogs in a 2nd chance promotion for a chance to appear on a future Scratch-off, launched
  • October 2010 – A $34.5 million Hoosier Lotto jackpot is claimed by the Amtrak 15 of Beech Grove, making them the third largest Hoosier Lotto jackpot winners ever
  • January 2011 – Indiana's $5 Million Club the first Scratch-off to offer a 2nd chance promotion with a grand prize drawing for $5 million, launched
  • February 2011 – Almost a year to the day since Mega Millions debuted in Indiana, the Bolke family became the first Hoosier Lottery players to win a Mega Millions jackpot in Indiana (they split a $93 million jackpot with a group from Michigan)
  • March 2011 – Tag 6 launched as an add-on game only available on Hoosier Lotto, giving players a chance to win the Hoosier Lotto jackpot and up to $100,000 on Tag 6
  • April 2011 – Darin Fox & Todd Reardon of Clarksville split a $221.7 million Powerball jackpot, the 37th Powerball jackpot win for the Hoosier Lottery
  • December 2011 – The first double-sided scratch-off game, Money Bag Multiplier, was launched allowing players to win on both the front and the back
  • January 2012 – Hoosier Lottery net income to the State of Indiana reached $4 billion transferred since inception
  • January 2012 – A Powerball matrix change gave Powerball BIGGER jackpots, BETTER odds, and MORE millionaires for just $2
  • November 2012 – Hoosier Lottery launched Cash 5, a brand-new lotto-style draw game drawn every day with a rolling jackpot that starts at $50,000 and grows until it’s hit
  • February 2013 - Where does the money go? Total Hoosier Lottery prizes won by players top $9.1 billion. Total transfers to the state of Indiana top $4.2 billion and total retailer commissions and bonuses top $1 billion
  • April 2013 - The Hoosier Lottery introduces the unique, new Cash For Life family of games with price points from $1 to $10 that offer lifetime payouts ranging from $500 a week to $5,000 a week for life
  • April 2013 - The Hoosier Lottery breaks new ground and introduces players to a new add-on game concept with the introduction of EZmatch, which offers players an instant win experience on a draw game. The new play style allows players to win up to $500 instantly when they add EZmatch to their in-state draw games for an extra $1
  • July 2013 - The Hoosier Lottery introduces $.50 wagers to Daily 3 and Daily 4.  In addition to $.50 wagers, Daily 3 players are able to play Front Pair, Back Pair, and a Wheel Play option is added to both games.
